i have a 2000 Rebel EOS SLR. I want to take good pictures of birds, but cant with the lens i have now, a 28-80 mm. I don't know much about photography or lens, but i want that that zooms in a lot fromm a far distance and quickly so i can get good shots of birds. What kind should i get? Oh and my budget is around $250 or less.

Search on ebay for a 300mm or 400mm fixed focal length lens compatible with your camera. You'll be using manual focus anyway and affordable fixed focal length lenses are usually faster (bigger maximum f-stop, such as f4.5) than comparable zoom lenses. (A brief tour on ebay found Canon 70-200mm f2.8 zooms ranging in price from $1,160.00 to $1,920.00)

Add a good monopod to your list. A tripod is better but often its a bit unwieldy for field work if you're moving around very much.

If you decide to buy a 2X teleconverter, remember that it also doubles the effective aperture. Thus, a lens at f4.5 with a 2X teleconverter attached behaves as though it were f9. In other words, you lose a couple of stops. Increasing the ISO will compensate - at the expense of image quality. As in all things there are no solutions, only trade-offs.

sigma do a 70-300mm lens $200.for birds you will need to get used to manual focusing or you will miss a lot of shots while your camera auto focuses.when you have some more money you might think of getting a 2x converter,($200)this will make your lense 140-600 equivalent.a 600mm lens will cost about $1,000.hope this helps
