They do not manifest themselves as trapped or spectral souls. Ghosts or apparitions of the dead that do appear usually do so with a purpose and a message. They are sent not lost or trapped.

I don't really believe in ghosts, because I believe that when you die, you go one of two places: heaven or hell. But I do believe in demons and angels, which might be thought of by some people as ghosts...

Father Amorth, the Vatican Exorcist, says they are demons. They're purpose is to distract and lead people from God. As you attempt to follow ghosts or contact dead loved ones, you are not trusting in God.
