can photoshop fix a blurred or faded picture?

only to a certain degree...it can sharpen....for being faded, you have to adjust the color...

PhotoShop does have many features and tools to fix faded photographs - depending on how much information is still in the image it can do miracles.
Usually I would try AutoContrast and/or AutoLevels. Sometimes this works well and is all you need. (Image ->Adjustments->Auto Contrast)
Otherwise try duplicating the background layer and changing the blending mode to "multiply".
Those are two starting points.
Unsharp mask filter is a good place to try to fix the blur. (Filter -> Sharpen -> UnSharp Mask...)
