It means that even when we are at our lowest, and it feels like God has abandoned us, He hasn't. That is actually when He is CLOSEST to us, and helps us through the bad stuff. He is right there suffering with us. The Bible says that even though a mother might forget the child of her womb or her nursing child, which is the strongest human bond that exists, God will never forget us.

It means that, unlike our fellow man, God is perfectly faithful and will always keep His promises to us. For his children (those who have chosen to accept his gift of salvation), he will be there for eternity. He wants us all to be His children, each and every person HE put on this planet.
