How about this? "I like you"? Face to face. Can you imagine the message it sends when you email, text or call?

There are different ways you can tell a guy you like him, you just have to find your comfort level. Finding out the best strategy also depends on how close you are to this guy you're after.
But before you do anything else, think about why you want to tell him you like him. What do you want to get out of this? Do you want to find out if he feels the same way? Would knowing how he feels about you actually matter? Or do you just want to get this off your chest.
Then put yourself in his shoes, think of how he'd take your revelation. Is he the type who'd be shy around you once he finds out? Or will he be okay with it.
Of course there would be a lot of unknowns, it's going to be nerve-wracking. There's always going to be fear of rejection or embarrassment so hope for the best but at the same time prepare for the worst.
It is important that you know how you want your statement to be received. If you want him to take it seriously, first ask him out on a date and tell him then. If you want him to just get a hint, you don't even have to verbally tell him you like him. A little flirting here and there would do the trick ;-).
Calling him is another option too, but I don't recommend it because you won't see his facial reaction. Is he blushing? Is he just as nervous? Same goes with texting or messaging, a lot may be lost in translation since there's no tone to them (although emoticons may help).
Good luck!

Just be straight forward. Say "Hey, I like you a lot and I'd like to get to know you better." Ask him out on a date. After all this isn't the 1950's. It sucks for guys to always have to initiate the relationship. If he's not interested he'll tell you in a polite way (Unless he's a jerk, in which case you're probably no longer interested anyway). If you can't take rejection get out of the game. Maybe get a cat instead.

i'd suggest the casual approach. that gives you time to learn more about each other. hang out, talk on the phone, IM, text.. just a lot of friendly type stuff. nothing to serious.
because i think when you move too fast, it tends to make things to intense to soon .

Try something crazy that will get you in the news, preferably something that involves the police. That way when you are being taken to the station you can voice your feelings to that person.....yeah!

Hi,
Just tell him straight. It will brake the ice if you haven't already spoke to him.

straight up - you would like to 'see' his response.
Dunno if it'll be + or - but if he says anything other than I like you too (or some similar thing) make sure you are in listen mode with a stiff lip.
