It usually menas that you have priveleged knowledge about something that is going on in a corporation, as in something out of the ordinary or against policy/regulations, so you decide to tell outside sources such as the media, news papers, etc...which exposes the company or individuals who are violating the rules.

Based on the concept of a referee's whistle that stops the game when an infringement of the rules occurs. This is when an insider (usually an employee) reports illegal or immoral activities to some public authority or to a newspaper to highlight the irregularity.

Yes it is "ratting" but it is supposed to be done in the interest of the greater good. In the UK there is supposed to be some legal protection but it is not fully tested yet.
