I'm pretty sure the painting you are asking about was painted by Gustave Caillebotte, a French born artist who died in the late1890s. If so, this painting is, or was, part of the permanent collection of the Kimbell Art Museum in Texas.

However, museums often trade or lend out some of their collection to other museums. Do a search on Caillebotte and you can track down which museum has the painting now.

The Kimbell had, or still has, several of his paintings and you'll quickly recognize his unique style. He did a half-dozen or so paintings using variations of the same subject.

Sounds like a dollar bill to me. It was painted by Gilbert Stuart.
