how do people add this black border around the picture and other times make themself look cartoonish thanks best answer 10 pionts.

There are many ways to do it, but it depends on your software.
Should you have something like photoshop or paint shop pro, there are special features that you can use to add this effect, but if you're stuck with MS paint, it shouldn't be a problem.
You can either use the Line tool to draw thick lines around the image, OR you can increase the size of your drawing space, center the image, and paint the white area black.
To increase the size of the drawing space follow the grey border to the image (bottom right corner) and drag the little square. Press CTRL + A to select the entire image, and then use your mouse to put it in the center of the white space. Then just paint the white black :)

Theres a simply way to do the border you can go to:
Start>All Programs>Accessories>Paint
(most computers have it) and edit your picture there...As for the cartoon feature you would have to download a photo editor like Photoshop or Microsoft Digital Image. There are online editors as well but i dont think you can do a basic border as the one displayed in the picture. = ]

One way to add the black border is, copy the picture and paste it in Microsoft Word document - 07. Double click on the picture, on the top of window, you will find different formats, you can select one from it, copy and upload it back to photobucket.

you can actually do it in paint on your computer
as for the cartoon-ish, a lot of cameras have a setting where you can make it look like that.
otherwise i think you can probably do it in photoshop but im not sure because i dont have it lol

stroke is the option in photoshop where u can add border
u basically need to create it as a layer, and do layer property and select stroke
