I am 180 lbs and do cardio 50 min a day (3.8 mph) 3x a week. I also do strength training 3x a week. I'm on a great diet and supplement it with CLA pills and protein shakes. By the way, my body fat is 18.2%.

his overall diet will determine the rate of fat loss and unfortunately most people store fat first in the mid-section and lose fat last in the mid-section. so for him to achieve his goal he basically needs to reduce his body fat until he gets the results he wants in his trouble areas

Others have addressed the spot reducing issue, so I'll leave that alone.

Walking on a treadmill 3x a week is a bare minimum for cardiovascular health. I wouldn't expect it to have any significant weight loss effect. Figuring 100 calories per mile, the walking might be worth a pound a month. Strength training really doesn't affect weight loss unless you're doing an awful lot of it. At this low level of activity, protein shakes are almost certainly irrelevant.

the first place you will lose any fat is in the arms , chest , and face the last place will be the stomach and butt the fastest way to lose it for a woman is to do cardo walk , stairs , bike , anything like that for at least an hour a day

You can't really spot-burn fat. It comes off from everywhere so the stomach/abdomen region is just one beneficiary of losing weight. It can not be made the only one.
