A few years back I got a new Civic LX for 18,000 out the door (including taxes) So go in there knowing what you want to pay, and get it. Now's the best time because the Hondas are on "End of Year" clearance!

Try American Auto Bargains. They provide a searchable database of brand-name bargain cars that you can buy at significant discounts off the retail value. Let me add that a lot of these are actually repossessed cars in good condition, but if you're running with a budget of $18,000, you should start looking here first. You just might get your Honda (or something close to it) for much lower than that.

it will depend on what type of Honda you are looking for. You can buy a Honda Fit or a Honda Civic DX for that price but probably nothing else. Honda's are a little expensive to buy since they are popular and good quality.
