The DMV can't post the infraction to your MVR until your "account" with them is balanced? If this is true, does it apply in all 50 states?

The DMV will post it to your record, no getting around it.

The refund check they send you is normally good for 90 days, after that, you spent to much money and now you have nothing in return.

Try Snopes.com when you have questions like this. That website is full of urban legends and myths that people believe that are simply not true.

I think it goes on your record when you are convicted, even before you pay. Lots of persons do not pay at all, and I am fairly sure that it goes on their record.
