Would you consider this article as a reliable reference? If not, what do you see as the main limiting factors?

Well it showed up on the public site for government documents when I did a title search.

It's a research paper (honestly way beyond my technical grasp). But enough people though it was serious enough that they spent the money on the research and published the results.

But - if it looked really practical and feasible I think the results would have been made confidential while the military came up with uses for it.

But maybe I'm just cynical. :)

The referenced pages refer to, and are an evaluation of, other publications.
I would look to, and evaluate, those papers.
Geller, referred to earlier, has been debunked.
