certainly if you are dedicated to your diet and training. when I started training I was 5'9 and 145 lbs @ 7% bf and my knees where the widest part of my leg. 10 years later i was 6'0 245 lbs @ 9% body fat with 30" quads. my diet consisted of mainly whole foods that I cooked myself, powdered protein supplements, creatine and some branched chain amino acids.

Yes, just work out! A hard body requires HARD determined work. Just get a gym membership and work out on the machines and lift weights. Also eat healthy and drink protein shakes.
Steroids are just a cheap and dishonest way to get where you want. And extremely dangerous in the long run
