He had an accident when he was young in high school, and it left him paralized from the waist down.

How did 'Bootie' Barker get his nickname? How did he end up in a wheelchair?
Have never been able to get an answer to why crew chief Robert 'Bootie' Barker is nicknamed 'Bootie' past speculation and the crew chief of the #70 Hass CNC Racing Chevy [as of 2007], will not say.
As for the wheelchair, answers.com reports: He was paralyzed from the waist down after suffering injuries in a car accident while a senior in high school. Barker has since overcome his injuries to be a respected crew chief and one of NASCAR's most brilliant minds.(3-31-2007)
