i want to get a learners in ga but my parents live in tn , can my parents present the tn license in the GA DMV for me to get my learners there

what does your parents' licenceses have to do with your permit?

It looks like you need the signature of a parent or guardian with a Georgia license or ID card. I guess cause they are 'responsible' for you while you are just learning and the state wants to be able to hold them accountable.

When you apply you need your 2 proof of id. They might need to get a GA idea... do you live in two differnt states? Im not too sure

You would need to provide proof that you live in Georgia and present your birth certificate. Where your parents live and have license will probably be immaterial.
