Well of course the right weight for a person that is 18 should be somewhere in like 150...400 is to much for an 18 year old she needs to see the doctor or even execise alot and i mean alot for that to go down cause that is so much its dangerous

Yes, that is obese. At that weight it doesn't matter how tall the person is.
The standard weight tables list ~190 pounds as normal for a 6 ft male.
The BMI calculation shows a 400 pounder as obese at any height.

This would be considered morbidly obese. Which is normally consider more than 100lbs over weight. Morbid obesity will eventually cause very serious health problems( Heart disease, Diabetes, Stoke, High blood pressure) This is a serious health condition and your friend needs to be under the care of a doctor ASAP

yes she is over wieght i'm not sure what her normal wieght should be because you have to know the persons hieght if she is tall she won't have to lose as much weight as if she is short. maybe 200 to 250
