What do you mean by make a move?
Here are some tips on opening a conversation-
*

* If there is something the person is or has that truly intrigues you, simply use that as a conversation starter. This could be as simple as admiring a piece of clothing or asking them about the item they ordered.

* A genuine hello coupled with a smile can be equally as effective. A quick, “How are you today?” works too for a straightforward follow up.

Start a Conversation With These Handy Things To Talk About

You’ve made first contact – now what? Conversation starters that seem witty or interesting can be a challenge in the spur-of-the-moment. That’s why spending a little bit of time at home pondering the ‘now what’ will pay, later. You don’t need to invest hours into these conversation starters though. Some quick ideas that can work in a pinch:

* Current event topics of interest to you;

* The last movie you watched;

* A comment about the event you’re attending, with a follow-up question asking how they heard about it.

The point of this exercise is to create a backup of topics that you can draw upon on a moment’s notice to start a conversation that would also be of interest to someone else. Having said that, remember that this is still your first conversation, so there are a couple of conversation starters to avoid for now, such as:

* How much you dislike your job, wardrobe, friends or any other negative associations;

* Heated topics that may lead to a political or religious debate;

* Sex or any sort of sexual connotations;

* Any mention of your ex whatsoever.

If you are into him- go for it, and good luck!

Make a move, but a slow move..Start off by just saying hello.Let him know you see him looking at you...Have a short light conversation with him as often as you can. Laugh at something that he says to break the ice..Hang out in a group with him. Keep your girlfriend out of it...Take your time ,get the right bait and eventually real him in.

Just say Hi! Maybe the reason he's staring is that you don't talk to him. And to think that you've known him since 7th grade.

you've known him forever and you seem to like him to be concerned bout making a move. so regardless if he likes you or not i think you should make a move, after all hes shy you say. one simply couldnt equate him looking at you when you walk by as a sign that he likes u. why not smile at him next time, see how he reacts, its a start.

"Hi, how are you doing these days" would be a good start. You can just talk about what you already have in common - that's pretty easy and safe. Just make it short and sweet and be patient because if he's interested he will eventually show it by more than staring.

i think, since is he shy and all, that you should make the first move. if i were you i would go up to him and start a small conversation. and then maybe it can go deeper on and on. (just make sure your not holding the line) :] and then if you really enjoyed the conversation ask him to a movie or something.
i hope i answered your question. GOOD LUCK! :D

i'm gonna say yes. if he smiles while watching you pass, then that's a definate yes. being a shy guy at one point, i did the same thing.

i'd recommend throwing him the female "i like you" signs that y'all do (i.e. smiling at him, eye contact, engaging him in conversation). just aks him how he is and about his life. try to also talk about yourself some (the conversation should be 50/50). besides, if he's shy, he probably likes to listen (shy guys aren't big on talking about themselves).
