I'm considering a wal mart pre-paid Visa. It says no "over-linit fees" does this mean I can go over limit?

There is no "over the limit" on a prepaid card - you can spend whatever you have prepaid, and that's it - after that, the transaction would be rejected.

"No over the limit fees" is really just advertising hype for a prepaid card.
