Saddly, you cannot remove the layer of fat that sits on top of your stomach very easily, and not by excercise alone (though excercise helps). Some great excercises are swimming and running along with situps (when done properly) or crunches and leg lifts.
But to accomplish your real goal you will need to modify your diet. Reduce fat some, but not to much, your body needs fat. The key here, if you have the self disipline, is to minimize carbs as much as possible and replace the carb intake with protien.

Work your abdominal muscles with a variety of exercises, reps and weight to ensure that you are doing everything necessary (from a training standpoint) to achieve a tight midsection. Have you already been doing this without progress? Then the answer lies in your nutritional program. That will be tackled in another article. If you are in decent shape and have no physical limitations, give this ab workout routine a try.
Crunches (legs straight in air) 25 reps
Crunches (legs in air, knees bent at 90 degrees) 25 reps
Stationary Crunch with Bicycle Kicks 25 reps
Crunches (knees bent, feet flat on floor) 25 reps
If one lap through this circuit is not enough, then go through the entire routine one or two more times. Train your abs as often as 4-5 times each week but, just like any other muscle, not if they are still sore from the previous workout. Finally, remember that proper nutrition is probably more important than the actual ab workout routine - we all have a six-pack already, we just can't see it yet! Consistent training and dedication to your diet will change all that.

Watch your diet a bit, make sure you are actually eating small meals (never over 400-500 calories in one sitting and eat several times a day. It's the only smart way to do it and add cardio.
Do some strength training and include ab exercises for the muscles but cardio is the main method for burning fat. It doesn't matter if it's dance, the gym, power-walking and running at intervals, etc. Whatever you choose for cardio, mix it up and make it fun so that it's not a chore and you always want to do it!

Most of the advice others have left seems pretty good, although those with one or more thumbs down have it for good reason, so ignore those.
Just thought I'd add this one point: you cannot specifically target fat on one part of your body. A good diet and regular exercise (and yes, cardio is better than crunches) will reduce fat all over your body, not just your stomach.
On a personal note, I found combining cardio with pilates slimmed me down really fast earlier this year. Now I'm much slimmer (down to a good healthy weight again) and a lot stronger.

Try low carb, low fat, high fibre, high protein, and exercise. The foods are low caloried, and yet filling and healthy. Brisk walking is great for burning body and tummy fats.
It is my lifestyle now. I am on low carb, low fat, high fibre, high protein and a hour brisk walk 5 times a week, and I have lost 31lbs/14kg and gained better health. I am now maintaining my 108lbs/49kg for more than a year, with more fruits and complex carbs.

You would need to watch your calories intake and exercise regularly...You need to do ab crunches day and sit ups, this is the only way to lose the extra weight and tighten the muscles.

Abs are made in the kitchen, not the gym. But cardio helps. Ab work is actually pretty inefficient.

better try oatmeals and fruits for your meals, and don't sit down after eating, try to walk around 10-15 min before taking a sit.
