Hello, I currently reside in new York and a close relative of mine lives in Pennyslvania and essentially the laws do not allow somebody w/ a junior license to drive without a parent. He is 15 and going to be 16 soon, is this legal.

You need to get a license in the state that you live in.

In PA you can get a permit at 16, this requires a written (on computer) test. With a permit you can drive between certain hours (I think 6am-10pm or 11pm), with an adult over the age of 21 with a valid license.
You need to have a permit for at least 6 months before taking your driving exam. Then you will be awarded a junior license. You can drive without an adult between 6am and 10 or 11pm. If you have your junior license for 1 year with no problems (tickets, accidents, etc), you can get a senior license (full license with no time restrictions). If you don't have 1 year with no problems you don't get a full license until you turn 18.

Is it legal for him to be 15 going on 16? Sure.

If the law in PA requires him to drive with a parent, then he will have to follow the law in the state where he resides. If you are thinking he can get a NY permit, he can't without being a resident of NY.

Your son is not a permanently licensed driver. He has to have a grown up licensed person with him when he drives... This law is the same in all states... Some states have exception to the age 15, But I have not found one yet. A jounior licensed driver has to be 16... If the son drives he must have a grown up permanetly licensed driver in the car...

You can only get a license in the state where you reside. If your son resides in NY, then that's where he gets his license.

You can buy & drive with your current lic. The other requirement might be having INS at drive off.
