she's not realy digging it, she's more fluffing it! she does this to try to make her a little spot and if the nest as you put it doesn't fit her right she moves on, my dog does it on the couch, carpet, bed sheets even her blanket in her crate, she's just trying to find a comfy spot until her attention is grasped by something else

First of all, what is your puppy doing sleeping on your bed with you? It would be far better to give her a bed of her own either in a crate or somewhere away from your bedroom.
We had a dog once whom we allowed to sleep on the bed with us because she was so tiny as a puppy and we wanted to protect herand when she got to be an adult she became very protective of her place on our bed that if we tried to get her off the bed she would bare her teeth and growl at us. We had to make sure that she didn't enter the bedroom at all after that and we soon had her sleeping with the other dogs but it wasn't easy to rehabilitate her.
Once you start something in puppyhood it is very difficult to break the habit. You will rue the day you ever let her sleep with you on your bed. You need to reinforce the Alpha status otherwise she will think she's your equal. Don't let her rule you. Break the habit now.
Most dogs like to scratch at their bedding and paw it. They are just making a comfy nest for themselves.

sometimes we have no idea why our pets behave the way they do, but what we do know is how to help stop these behaviours. Personally I would shut the door to the bedroom so she cant get on the bed or put double sided sticky tape on top of the bed so she gets a little nasty surprise when she jumps up, the key to this trick is to make sure you are consistent in keeping the sticky tape on the bed, otherwise she just might take her chances every time she wants to scratch up the bed.

When I lie down at night I like to fluff my pillow in a position that is comfortable. If the position is not comfortable I will move about until it is. I have 2 small dogs that do exactly the same thing. As long as it appears you, too, are going to let your puppy sleep with you, let him know his limitations. Be firm if he is not allowed to lie on your pillow. They love to lie under the covers, so let him know where he is allowed. Treat a dog properly and you will have the greatest friend a family can have.

She's probably just getting comfy for bed. However some pets dig obssessively out of boredom or frustration. Teach her from the start what things are ok to play with and what things aren't ie your bed sheets. Invest in a good trainer. Enjoy your pup.

What kind of dog do you have? My dog is a minpin and she does this in order to try to burrow under it to get warm. She burrows under blankets and any cloth.
Yes-your dog is trying to make a nest. Give him some small blankets and a bed of his own. My dog always has to have her own blanket.
