Well, it's been tried before. It was called prohibition and it bred crime and corruption and made our urban places an uncivilized place to live. It sought to control the negative effects of alcohol, but it only amplified them.
Right now, the same thing is going on with other drugs, and in my opinion it's every bit as misguided.

Alcohol was banned in the early part of the 20th century. Mankind survived. Organized crime organized itself around providing alcohol, and thrived.
Now alcohol is back, and organized crime thrives on the current "ban" on certain drugs--the one's that can't be patented by pharmaceutical companies, such as cannabis and cocaine.
You can't "ban" things that people want without creating a black market. But if you build a "prison for profit" system, like the one we have in the United States, you can make money from "banning" things that people want.
In fact, the more things you make "illegal", the more money you can make.
Example: Buy some "Corrections Corp" or Whackenhut stock. Then, lobby for "Mandatory sentencing" for drug violations. Then round up 2 million of your citizens, slap them with "mandatory minimums" and watch while the tax payers fill up coffers of "Corrections Corp and Whackenhut" with money. Watch your stock go up. Laugh and have another drink.

get a history book and read about the Prohibition in the USA in the middle 1930s
