has mood swings. Is generally really nice but can't take criticism of his actions. Anger management. Pays for friends food and movie ticket etc... just so they can hang out with him. Hangs out nearly 100% of the time(literally). Has zero respect for money(thousands dollars in debt). Low self esteem. Fails college(even though hes pretty smart). He looks like he is digging his own grave and he does not care. Does not listen to parents. What can we do about him? should we take him to a psychologist?

he sounds as though he is legally an adult. therefore you can't DO anything. if he's in college, and is over 18, you can't take him anywhere. he'll need to fall all the way down before hopefully getting back up. don't give him ANY money, and your parents need to stop supporting him with money, a car, a phone, and a place to live.

He can only get help if he wants help.
Honestly, he could just be lazy, if he likes to do everything but the hard stuff. He could also be bipolar. But none of these are excuses for being mean.

he probably feels like he's excepted to live up to these things and he is acting out because he doesn't know how to accept help.
give him time to find his way, looks like his rebellious stage is a bit late.
