Just get out your Original Operating System Disc, and erase and install.

It might work in safe mode. You have to be logged in as the administrator.
If not, try this, press F8 and select boot in safe mode with a command prompt.
At the command line type cd\ then type
cd wnnt\system32\restore then type
rstrui.exe
Just follow the instructions.
If that doesn't work either, it most likely is corrupted and won't be any help.
You might try this. Start, Run, type "sfc /scannow" (no quotes)and click OK. Have your system disk ready, this is the system file checker and it repairs or replaces missing or corrupted system files and it may ask for the CD.
The last thing I can suggest without knowing what your problem is,is boot again using F8 and select "start a boot log". I don't remember the exact wording but what you want is a boot log to be created when it boots. Then boot normally and open the boot log, it should be in C:\ and see what steps failed. That should give you an idea of what's broken.

dont perform system restore anymore...
what is the reason for doing system restore by the way?
if system restore is not successful in two dates, then those dates are already corrupted and it might just cause complication on you pc..
did you know that system restore also bring back the virus if you have during that time... that is true... so be carefull on restoring your computer...
in that case, system restore may be corrupted due to virus of updates or files you have on your pc..
the best thing you can do is repair install your OS..you will be needing the OS cd like win xp... you will not loose any data/from this process..it will just fix and copy corrupted files on the cd... just boot to cdrom and press enter to install, then press "R" to repair.. dont press "R" right away bec that is repair only and not repair install.. then scan your pc for possible virus in your pc...
but if in case you want a better result, try reformatting your harddrive.. but back up your files first... that will fix it..

I just had the same problem and here is the fix
Restart your computer in safe mode at the start of safe mode it will ask if you need a system restore chose yes to that
then it will restore to the date you choose
NO Need to format or reinstall of windows !

in order for you to do this, the restore has to be set up to a starting point, meaning you have to specify a date or dates that the system will be backed up to. this is where the restore points that you are trying to go back to. they most likly never got set-up.

I think you have major file corruption, that's why you can't restore.. I had a similar problem with my HP, to solve the problem I had to run a system recovery...

Your system restore is corrupt and your toast. Reformat reinstall and whatever you did to get it corrupt dont do it again. Sorry for the bad news.
