Try putting a tack in the middle of where you want the circle. Lightly tie a line (like fishing line) around it that wont stretch. Make sure the line is loose enough to spin on the tack. Tie it to the tack and tie a pencil to the other side. Draw the circle while trying to keep the line at a consistent distance front the tack. Then you will probably have to take a small paint brush and paint in the edges (where the pencil mark is) and then fill the rest in with a regular brush or roller.

Get a nail and tie a string on it with a little loop. Then on the other end tie another small loop and pass a pencil through it.
Put the nail in the center of the circle that you want to create, and then adjust the length of the string to get the diameter of the circle you want. Go around and make a mark with the pencil, draw the circle and then come back and paint it in.

More simplistic than the others but thats just me. Use different size lids like lids for butter bowls or tupperware. Just outline the different size lids then paint or buy sponges of different sizes in the shapes of circles and dip them in paint and carefully press them to the wall.

hi there...i did this once and i painted the room one color then cut out templates (yours would be a circle with a smaller cut-out circle inside. then i used a re-positionable spray adhesive and stuck them on the wall, painted, then moved it to a new spot. good luck! and be sure not to go too heavy if you use this method or you might get some leaking under the edges.

Fordman has a good answer except that you do not want to use a pencil. Use a ball point pen to make very light marks for your outlines. A pencil will make a depression in the sheet rock whereas a ball point pen will not.
