lets say you are 5'10 but weigh only 120 pounds. but you have a body fat percentage of 20%. does this mean you will look flabby but be underweight? is this possible?

yes, and it's quite common especially in those that do not get regular exercise or follow a healthy diet. typically when there is a lack of muscle mass the body fat percentage will be higher than average and this applies to both sexes. it is more common in females with generally poor diets and diets too low in fats. dietary fats are essential in the production of testosterone, when test production decreases so does the amount of circulating androgens in the body and a decrease in muscle mass is the result which causes a decrease in the resting metabolic rate

That is an excellent question so I will take my time on this one. Possible? Yes! Everything is possible or as the German slogan to Toyota said "Nothing is impossible" (its pretty much the same expression, just transitioned into the opposite form).
Now, 5'10 and 120. That is underweight. I am 5'11 and weigh about 170. I have a Bull Belly (not beer belly cause I don't drink beer....RedBull for LIFE).
20% body fat? That's not a lot at all....so I don't think you understood that the human body needs fat to survive. Plus, there's no real definition of fat. Society pushes images on us that would present a "perfect" weight but that's all Bull (not the Red kind).
In conclusion. You can't be skinny and you can't be fat. Blaukraut will always be Blaukraut, and Brautkleid will always remain Brautkleid.

I say its possible to be flabby and underweight because fat weighs less than muscle anyways

But then again i guess it depends on what your personal definition of skinny or fat is.

Yeah. Me and my mom weight the same, but I am 20% body fat while she is 27% body fat.

Yeah they can be flabby, or sometimes they're just not toned.

Other times they look skinny cuz they have really small bones.

I am quite thin, but have a high body fat percentage as well. No one that I know (other than me) would ever say I look fat. I would guess it would be similar for you.

Yes it is possible. If you want to look thin you either need to have a low body fat percentage or be very toned.

we're suppose to have a certain percentage of body fat - you don't want to have 0% fat.

so no it is not possible to be skinny but fat.

HOWEVER it is possible to be skinny with high cholesterol.

No, you won't look fat. However, when your naked you won't look sexy either. All what you need is a little bit of exercise and you will be flying. Good luck :)
