It could be that the doctor encourages the practice nurses to do ear candling because they have noticed that their patients use it and have burnt themselves. Also it is a similar concept to 'talking the language of their patients'. If they find that it relaxes their patients and can lead the patient to seek more conventional medical care in the future then they would offer it as a safe, controlled therapy. While the patient is having the procedure performed on them, they very often talk away about their emotional problems - good therapy for depression or their strange rashes or bowel habits or whatever. This information can them be passed on to the doctor who can diagnose and treat the problems in a medical way.

It's important to say that tinnitus is a symptom and not a disease. Some people will have tinnitus because their Cochlea is damaged. And in a few, it could be caused due to hearing loss. But of course, the most common cause of tinnitus is exposure to loud noises. The noise can be a sudden burst, or it could be a constant banging that hits the ear drum and travels inside.
A good guide you can read about tinnitus and some good natural remedies can be found here: http://tinnitus.toptips.org

The perfect allopathic physician would limit practice to evidence-based treatments. I think most of us fall (fell, in my case) short of this goal. Still, alternative medicine does send up a red flag, or at least a yellow one, because much of it is based on opinion rather than documented fact. Holistic would be a better term, but it has be co-opted by the alternative medicine crowd. A case in point is Dr. Oz, a brilliant surgeon who explains complex medical issues and offers great advice for preventive care, yet goes overboard, in my opinion, in his recommendation of various vitamin and mineral regimens.
