Do you see her often? Would she recognize you as a regular? If so, I don't necessarily see a problem with it. It's all in the way you say it, really. Gals can tell when it's just a nice compliment coming from a nice guy...as opposed to a creepy comment coming from a creepy guy.

if you dont wanna hook up then dont say anything. besides if she looks that great then she is probably already taken. and you should only say it(if you decide to) if she knows you and if she seems to be in a good mood and you say it like a casual thing.
