When you talk about reducing size, you're talking about fat reduction. Therefore, you need a whole body approach that addresses general weight/fat loss. Unfortunately, even after losing all the weight they meant to some people are still left with some flab on the arms. If that's where you're at (meaning you don't need to lose weight in general), then you can do standard bicep curls and tricep extensions to tone up those muscles. Just be sure to do sets with high reps and low weight to avoid bulking up. Beyond that, some people would opt for a little liposuction, but that's a bigger decision.

If there are a large number of fat cells around the arms, losing fat around the arms will often take longer because there is more fat to shift than in other areas. The best way would be to tone the arms while at the same time losing weight with basic aerobic exercise. The best exercise for toning the arms are single-joint movements. Examples are curls and tricep kick-backs. These exercises place direct stress on the bicep and tricep muscles of the arm causing them to firm up much more quickly. In fact the triceps muscle at the back of the arm make up two-thirds of arm size so it would probably be best to work more at toning the tricep muscle of the arm.

There is a mixture of right and wrong answers here. In order to reduce the size of your arms you must reduce the size of your entire body. Spot reduction (losing weight in one part of the body) is impossible through exercise, you must do cardio activity until your body loses weight, the area of where you will lose weight first is completely genetic, and sadly the arms will most likely be one of the last places as the hips, stomach, butt are the first places on males and females to reduce size. Exercising the arms directly as some people have stated will not "tone" the arm. It will build muscle UNDER the fat, and if the muscle builds large enough you will actual increase the size of your arms as you are building additional mass. However... muscle itself burns calories, so having a healthy amount of muscle on the body will help you reduce size overall as muscle requires additional calories to maintain compared to fat. Sorry about the long answer, but your simple question actually has a complicated answer.. and unfortunately its one I'm sure you don't want to hear, you must lose mass over the entire body to reduce the size of your arms.

Stand facing away from a solid surface such as you bathtub. Reach back while bending your knees until your hands can grab the tub. Lean into your grasp, then push up and down, as if doing push-ups backwards. Easy to do, no extra gear, something you can do everyday. Work up to a couple of rounds of 12. Make sure the surface is solid!!!

Like you want more muscle? If you don't want big arms then do nothing.
