What is the "liquid" in my scooper?

If you mean contained within the scooper, then it's so you can freeze it and your scoops won't melt when you're making them coming out of the container you bought the ice cream in. I don't remember what the fluid itself is, but it's similar or the same as they put in reusable icepacks.

Its a non toxic anti freeze. Its purpose is to keep the scoop warm so the ice cream doesn't freeze to the scoop

Most of those icecream scoopers have antifreeze in them. You will have to ask where you got it to be sure.
