There are no time limits on this issue. It is an individual thing .When you feel that you like somebody and want to let them know ,then you do it as long as it feels right to you and you have talked to them on some occasions.In some cases, you might want to ascertain if they have feelings for you before you say anything but not always.Although you did not mention your respective ages, I want you to remember that we are now living in the 21st century and it is perfectly okay for a girl to make the first move--- to ask the guy out. You still have to be careful though and keep your wits about you. So go ahead and ask out this guy and I wish you both the best.

I don't know if it's even neccesary to ask a guy out. Usually, a mere smile, well placed, or a body posture, or even the tone of voice when you talk to him, should let him know you are interested. Then feel out his responses to your messages and take it from there. He might just get the hint and ask you out first.
