if you are talking about the ones that are right at the base of the neck ... then no that is actually apparently a mark of beauty
but if they are really super defined and you can also see ribs etc. then yea they should gain some weight

Too skinny for what? To be healthy? Maybe. Some people are just more bony than others. Doesn't mean they are unhealthy or even medically underweight. I'm naturally very thin, a bit underweight, and my collarbones protrude some. I'm not unhealthy, I may be skinnier than some people prefer, but that's their problem, not mine.

If someone is losing a rapid amount of weight and there bones are protruding they likely do have a physical and/or mental problem. It just depends on the person, people's bodies are made different ways.

Not neccessarily. They may just have a thin neck. When you can see someones rib bones on their chest they could be too skinny OR they could have boobies that are really far apart. I was never 'skinny' but my chest bones were visible because my boobs were not close together (no cleavage!!)

Not necessarily. Sometimes they just lose weight more in some areas, and less in others. Like I have really skinny arms/chest, but my legs & stomach are bigger.

Not necessarily. Is the rest of their body the same? Some people, especially women, tend to carry alot of their weight on the bottom part of their body.

Not really, it depends on all over body fat, peoples bodys are different and their fat collects in different areas, more people have more fat in their lower body, (hips, thighs, and butt, etc. ) it all depends on fat distribution.
