The standard bow for scout camps is a recurve bow. Take down recurves are more versatile than fixed limb recurves. The difference between the two is that fixed limbs are usually single piece fiberglass bows. Take down bows have the limbs bolted to the grip and limbs can be removed and replaced with different sizes to vary the draw weight of the bow. Most scout camps shoot recurve bows from 25 to 35 pounds.

Recurves are simple and require no maintenance other than waxing the string. Compound bows require routine maintenance to adjust cam settings and to lubricate the various moving parts. Recurves typically cost less than compound bows.

There are two kinds of bows; recurve and compound. Compound bows use pullies to multiply the force and requires less holding bow at full draw. Recurve bows (original bow: like robin hood) require the user to hold the bow while aiming at full force. This can quickly fatigue the muscles and often leads to a shaky arm.
Boy Scout Camps use the recurve (merit badge routes include the compound) for the younger troops.
The poundage used on any bow depends completely upon the user. There is no standard (usually something a little harder than the souvenir bow found in tourist traps) poundage. Recurves will not be adjustable while compound can be adjusted for different poundage.
It is really a matter of personal choice. Go to the archery store and let them try to sell you a bow (check both the recurve and compound there). You will have to be measured for "draw"; the distance you actually pull the string. This determines the length of arrow you need. You might be able to shoot these bows and you are not under any obligation to buy (just remember one simple word "no" or the more polite "no, thank you"). Be sure to go with a trusted adult.
If you purchase a bow and practice at home, be careful what you shoot into. Neighbors usually don't like the idea of an occasional arrow transversing their property (especially if they have kids or pets) and shooting into "hard targets" destroys arrows and puts the shooter and bystanders at risk. A cheap target can be made from flattened boxes, be sure to have enough layers to keep the arrow from going clear through the target.

Most Scout camps buy whatever they can get their hands on in bulk and cheaply.

Pop over to a good archery site or archery store and talk to someone who can help you determine which whould be a good starting bow for you. Considering how cheap a decent starter bow is, I would not worry a lot about eBay and get it from a store that can help you out a little.
