Your best bet would be to go ahead and call Florida DMV, but my tags were seized last year because my vehicle registration had been expired for several months, and that the plates had been cancelled (I had just bought the car from a private owner.) The officer made it clear to me that that was the reason why he was seizing my tags, and it definitely gave me motivation to go ahead and get my registration straightened out, because who wants to drive around with no plates on their car?

Contact the department the officer works for and the Florida DMV. I find it extremely difficult to believe they seized your tags without making it very clear why. You MUST have been cited for something at the time.
