Angels do not have free will like we do.
Angels worship God, like we are bound by gravity, we can't simply will to no longer be effected by gravity, so we are stuck. Angels are drawn to God in a similar way.(sorta)

Holy Angels always told the people they were delivering there messages to not to bow down and worship them for they were Gods servants. If the Angels which you are referring to were seeking worship from people they were Fallen Angels and very possibly doomed to destruction like there followers.Many organizations worship Demons thought even any knowledge of there destruction.

They must have free will as Satan (Lucifer) wanted to be higher than God and he had followers (fallen angels, demons). They were cast out of heaven because of their pride. So angels worship God by choice out of love.

It is said that angels do not have free will. Well what about Lucifer? When he expressed free will, he was nolonger an angel. So I suppose that if any Angel decides to have free will, that angel will no-longer be considered an angel.

angels are purely spiritual creatures, incorporeal, invisible, immortal; and personal beings endowed with intelligence and will. They ceaselessly contemplate God face to face and they glorify him. They serve him and are his messengers in the accomplishment of his saving mission to all.
