could you get with a criminal justice degree without becoming a police officer

Definitely, my daughter is majoring in criminal justice and she has done a lot of research to see what kind of jobs are available. There are many out there for this degree.
Do some research and check it all out. If you are enrolling in college or already in college, go talk to someone who teaches it and they can give you advice and ideas.

It depends what you want to do. A good degree just prepares you for life, teaching you how to think and organise yourself. Obviously different degrees give you specialist knowledge but you don't have to be limited by them. Jobs like Probation Officer, court officers and Lawyers Clerk (that is what it is called in the UK) will use that specialist knowledge, but you could also look at work in management, and business. See if you could do some work experience.
