You just can't go wrong with Developmental toys. 3 piece puzzles, blocks, stacking things. If money is tight, right now is the perfect time to grab and stock up on birthday supplies. Washable Markers, Washable Crayons, Magic Paper, etc.
All those things that are of great use and are expensive any other time of the year. One of my favorite things we have I don't know how many people are aware of and it's free. If you head to your local paper and ask them about the rest of a roll. It is where they were printing the paper, and it didn't finish the roll. They can have a ton of paper left on them. I have had mine for years. It's a large heavy role, but I tear off huge sheets and cover the kitchen table with it. We then have a whole table to do nothing but color on without having to worry about getting it everywhere.
As for the developmental toys, see if there is a store near you that focuses or has knowledge about them to help steer you in the right direction. If it's a big party, they may not be able to use them now, but will get the big use out of them in about 6 months. The parents will really appreciate it too!

I have twins. My suggestion would be a learning toy but get TWO that are exactly the same. Any of the LeapFrog learning toys are great and are for both genders. IF you only want to get one gift give them a Little Einstein's movie.

I have twins that just turned one this summer.......I would say clothes (not matching....coordinating), books, small toys. At one they still won't know if you buy one gift for the both of them so if you have something a little larger/pricier in mind this would be a good time to do it!

Maybe a gift card to Toys R Us or Babies R Us, both are great baby stores and that way the parents can help them get what they need/want.

you know its twins age one,, but not boy or girls??
ok,, for any twins, make it equal gifts, if you get one and outfit and the other a toy its not fair.. .
have a price limit of say 15$ per kid. and find equal gifts..
or my girls always loved art supplies.. they are something that can be shared...one crayon set, one marker set, one playdoh set, one paint set.. plenty of paper,

One year olds are clueless about gifts. Simple things make them happy...empty boxes, etc. I would find something educational but would not go overboard in price.

I'd say knitted sweaters with their names on them.
Twins are tricky to tell apart sometimes, even for the parents. :D

matching outfits yellow or green for the unknown gender! or matching toys or something like that or it doesnt have to match! oh how excited they will be lol then you can tell them apart!!
