The cars load up on fuel(run rich), usually in the corners and all that raw fuel goes into the exhuast and when the driver gets back on the gas all that fuel comes out and with the exhaust being so hot, the fuel ignites and you see the pretty flames :)

Camille from Tonawanda, N.Y.: Why are there flames coming from under the cars when they are in the turns?

Tom Jensen: It's unburned fuel from lifting off in the corner. The fuel ignites in the exhaust.

Since NASCAR went to unleaded from leaded, teams started running rich to compensate for the lubrication loss by using unleaded. So this year its twice the unburnt fuel as before. The headers will light it on fire, and the plugs can too.

You will see those flames anytime that the driver lets up on the gas pedal. It is no more than unburnt fuel. You never see this happen at Dega or Daytona because they keep the pedal to the floor continually.
