Always edit the picture first, resizing should be your last step. You will lose details when you resize. Plus it is always good to keep the large size file for printing and the smaller size for the web.

Always ,always always size it last.
This is done for many reasons. The most important reason is you do not want to do the photoshop work several times if you then have to re size the image later.The idea is also to keep the file size as large as possible. If the end product is a small file size then the work will be negatively impacted if you work on a unnecessarily small file.

You need to resize the picture first then photoshop because you don't want to enhance a photo then make it bigger... if you enhance before the pixels will be dicombobulated.... especially because you r picture will be distorted after resize...
Definately photoshop last

dpi is dots in line with inch. seventy two dpi is the default determination for exhibit exhibit. It seems undesirable if revealed at that determination - 3 hundred dpi is seen the minimum and revealed magazine pictures are extra like 3000. in case you merely exchange the dpi, without rescaling the image, then the image gets larger or smaller - i.e. a image that has 720 pixels throughout would be 10" if revealed at seventy two dpi and a million inch if revealed at 720 dpi
