Playing with it? He might be hungry. My grandma's dog does that, except she carries it around.

My dog does the same with his water dish when he wants a drink, so I'd guess that yours is doing that because he's hungry!

he might not like his food and decides to make mealtime a bit of fun at least before eating it by playing with it. in that case, you might want to switch foods. or he might just find it fun to push it around before eating.

well maybe he might be hungry if the food in not in the bowl .
