yes and no unfortunately The IRS is part of the Treasury witch in turn in is part of the Interior. the president can lower taxes or raise taxes by executive order but yes Congress has to approve of it before it becomes a full fledged LAW and then he has to sign it(this is why the so called tax cuts right after 9-11 were really rebates).

US Constitution, Article I, Section. 7.

All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
