Yes it can but it will be tricky depending on where on the eyelid it is. If it's too close to the eye, they may not want to do it. Your doctor is the best one to tell you about the procedure though.

My friend had a mole on her eyelid and poped it with a needle.it kinda went away...

Yes, and aside from a small pinprick, there's no pain. Moles can become dangerous, so don't be afraid, just get it done.
