Yes.

Only Vermont, and Alaska permit concealed carry of a loaded handgun without a permit.

Some states permit open carry without a permit, but Texas is not one of them.

Texas Peace Officers (policemen) do not have to have a concealed carry permit. Recently Texas started issuing concealed carry permits to qualified individuals. And the old traveler's law is still in place vague as it is. A traveler may carry for his own protection.... does not actually say how far one must travel to be a traveler nor how the weapon intended for protection must be carried.

IMPORTANT NOTE: Since the days of the Old West open carry has not been and is NOT legal in Texas. A lot of people were under the mistaken notion that a person in Texas could carry a handgun provided that it was in plain view. That was due to a misreading of the Penal Code which ONLY applied to security guard on duty and in a distinctive uniform.

Today misunderstandings can be avoid by simply getting your concealed carry permit. The mandatory class clears up who can and can't be issued a concealed carry permit in Texas.

I am not sure on the state law itself but any retired LE, military etc. now can get a permit to carry a firearm in any state since this Federal law passed in 2005.

I am sure Texas is less stringent than Illinois.

In public you need a permit for concealed carry legally. You can carry on your own private property.

You can find a certified instructor in your area.....
