Three reasons all named separately before -as so often, there doesn't have to be just one reason, these are all three valid.
1) blind passengers in a car with a non-blind driver
2) blind people on foot can use these ATM's too
3) they don't make different key pads for drive-up ATM's, the parts are interchangeable.

There is one kind of ATM machine which is used for walk up and drive up models.
It would be too expensive to remove the brail from the few ATMs used in drive up situations, so they just leave them there.
I'd suggest if you don't need brail to be thankful it annoys you instead of being blind and wish brail was there.
There are a lot of blind people out there who are grateful that brail is now used on elevator buttons and ATM machines.

The Americans With Disabilities Act requires handicapped access to the most commonly used public items and places: restrooms, parking spaces, curb access, building access, ATMs, etc.
If a blind person had a cab driver stop by the ATM so they could get some cash, you don't think it would be a good idea to give the cabbie the card and PIN number, do you?

Imagine you are driving a blind person to the store. You pull up near the ATM and your friend uses the device. Is this impossible to figure out? Obviously, no driver is blind.
By the way, the word is Braille. It's the inventor's last name.

So that when a person drives a blind person to the ATM they don't have to give them their card and password....but they still cant read the prompts on the screen so i really don't know it doesn't make much sense!

so when the seeing eye dog drives up to the atm. the blind person could go thru his/her things find the right atm card and use it on the atm

I drive my blind grandmother around a lot, and we occasionally stop at an ATM... I don't want to ask her for her PIN number, so the Braille comes in handy!

they let the seeing person do all the other things at the ATM for them, and when it comes time for the 4 digit code. they can punch that in without anyone else knowing
