Here in PEI they say I have to return to Quebec to take the Alcofrein program, although they have an equivalent program here. I've lived in PEI since 2003. Quebec officials tell me I'm not obliged to return, that I can regain the licence here in PEI. Basically I have two completely opposite stories from each province, currently. Who is right? If there an ombudsman for this type of problem? Do I need a lawyer to resolve this?

"They" in PEI are talking about converting the Quebec license, which you don't have. Since you've neglected the problem for so long you'll have to follow the same procedure in PEI as you would to get the license for the first time.

If PEI says that you must, then you must. The fact that Quebec doesn't require your return is irrelevant to your case.
