Is it a plate that they will want back? If so, return the plate with a thank-you note, and you could even put some cookies for them. Otherwise, a note or verbal thank-you should be fine.

Well just say thanks and if you or them have kids that are the same age ask for a playdate or if not find something similair about you and kindof go from there. If you both like to read ask if they know any good book stores in the area. If you don't know anything about them than a nice thank you card would suffice.

If it's a plate that has to be returned, fill it with some homemade cookies of your own instead of returning it empty.

A hand writen thank you note is always a good idea, but hand deliver it as well. Be sure to let them know exactly how it made you feel to be welcomed this way.
By the way, it is nice to know there are still friendly people who care to welcome new commers. Hang on to these neighbors, they are sure to be good ones.
