but in the second step it says you do not have enough ram to complete thi sprogram is there anything i can do without having to spend any money

I'm afraid that podwarrior is correct the absoloute bare minimum to run XP is I think 128 MB of ram and preferably 256MB but to be honest anything less than 512 can be extremely slow to run.

No. You'll have to get more RAM (at least 512MB) to make XP run decently well. If your machine is running 98 now, your motherboard might not even support that much RAM, in which case you'd be looking at a whole new system.

no, you need at least 512mb ram to even run xp never mind what ever else you want to do----sorry

Sorry, but no. If you're getting an error telling you that you don't have enough RAM, then you don't have enough RAM.
