No, but it does contain cocoa butter, which is not what normal chocolate is made of. There is no pure solid cocoa in white chocolate. Other than that it is very similar to regular milk or dark chocolate.

It has to contain "Cocoa" or else the producers would not be legally allowed to call it "Chocolate".
Cocoa Butter is produced from the oils of the "Cocoa Bean". Therefore "White Chocolate" does contain Cocoa.

I don't think it does ... apparently it was invented in the second world war at home when chocolate wasn't available
