My Friend say that He put a oatmeal cookie in a plastic bag and microwave then many lighting shock the bag and burnt the oatmeal. Could a microwave do this?

Yep.

A twist-tie on the plastic bag will cause this. Sometimes, there's something in the food that causes it, too.

The oatmeal cookie or plastic bag would not have done this.
There had to be a metal object of some sort in the microwave to cause the flashing (sparking.)

I've only ever seen sparks when something metal is in the microwave.

Metal. Usually the twist-ties with wire in them. Nothing edible will cause the sparks.
