Absolutely. He should stop disturbing the turtles upon whose backs rest the pillars of the earth.

I actually asked this question yesterday only I was a bit more specific. I believe God played a big part in the Earthquakes because the coincidences are uncanny. The Church that collapsed on the 200 people was probably a Catholic church because most Catholics don't go to church on Wednesday. Last Wednesday was a Holy Day of Obligation meaning everyone has to show up.
Catholic churches usually don't just fall. Even in disasters. A Catholic church survived the Atom bomb at Hiroshima. I'm not saying it doesn't happen, I'm saying it's rare and when it does happen it poses some questions.
I personally believe that the collapse of the Churches were direct messages to the Pope. He hasn't been an awesome figure for the Church so far. After his controversial speech condemning jihad he received many death threats. A while later he was reported to have bent over praying facing Mecca very similar to the way Muslims pray while in the presence of Muslim officials. The Pope might as well have said, "Islam is stronger than Christianity."
I also think that God is trying to get the Pope to consecrate Russia. Every Pope since the time of Fatima has not consecrated Russia. Pope John Paul II tried to consecrate Russia but the Bishops wouldn't let him, so he consecrated Russia in private. That's not exactly what God wanted but it was a step in the right direction. Right after that the Soviet Union fell and nuclear war was avoided.
God can prevent earthquakes and I'm sure he has already but he is not happy with his church or his people. It was a signal for all of us to get ready because the end is coming closer.
If you want to know more about the consecration of Russia do a web search on Fatima.

God has let us come to this earth, a earth that is not perfect anymore. He knows things like this will happen on this earth he know when and where. He will also save the people if they are righteous and call out in his name. However he is no respecter of persons so if a few righteous suffer with the majority he will not stop something like that from happening. He is not punishing any one per say but allowing natural course of events to happen.

God created earthquakes, the earth and the universe. God created everything. He is in control. He tells us in the bible that He sends rain on the just and on the unjust. However, no one is innocent except for Jesus. We all have the sin nature and if old enough, we have sinned. He has a reason for everything. I trust Him.

Of course he is not responsible, but earthquakes and everything else happens based on the rules of universe whether been out of God or out of energy or soul, these are the natural rules.

I think Marahama has given the best answer.
I must add this thing that whatever happens to man or for that matter any being is dependent on their deeds and for a definite purpose.
Nothing more and nothing less.

God has the power to create earthquakes, but he is not the cause of today's earthquakes. Read the book of Job and you will find your answer of who is behind many of our natural disasters.

You silly, naive boy. *Of course* God is responsible for earthquakes. It's like a smaller version of The Great Flood, when he drowned the Earth because Man was evil.
Man was evil, so God slowly tortured and killed men, women, children, newborn babies, unborn babies, old people, retarded people, puppies, kittens, ponies, ferrets, koalas, squirrels, deer, lions, marmots, elephants -- and every other living thing on earth. It's justice in its purest form.
So these people must have been evil.
They look evil to me: http://www.sfgate.com/cgi-bin/object/article?o=4&f=/c/a/2007/08/17/MN26RK7O6.DTL
